US: Oakley City Council in California will consider allowing up to 15 unhosted short-term rentals within the city’s Downtown Specific Plan district as part of efforts to increase its visitor accommodation supply.
The proposed zoning amendment would create a limited exception to Oakley’s existing short-term rental ordinance, which prohibits unhosted stays and vacation rentals across the city.
Under the plans, residents whose primary homes are within the Downtown Specific Plan area would be permitted to rent out their entire property without remaining on site during the guest’s stay.
A maximum of 15 vacation rental permits could be active at any time. If the city received more eligible applications than available permits, its Planning Division would establish a waiting list in the order that completed applications were received.
Each property would require an annually renewed short-term rental permit and could be covered by only one rental agreement at a time. This would prevent an owner from separately renting multiple units at the same property to different groups of guests.
Vacation rentals would be subject to the operating standards that already apply to hosted short-term rentals in Oakley, alongside additional rules covering noise, disorderly conduct and access for emergency vehicles.
Weddings, auctions, commercial functions and similar events would be prohibited. The city manager would also be permitted to notify property owners within 500 feet of an approved vacation rental.
City officials have presented the amendment as a way to support tourism and economic development, including demand generated by fishing tournaments.
The 2026 Bass Angler Magazine Tournament Series is expected to attract more than 200 participants staying for an average of five days. Based on figures supplied by the event organiser, the series could generate between $453,000 and $472,000 in direct economic activity in Oakley.
The organiser estimated accommodation spending at approximately $150 per participant per day.
Around 200 residential units are located within the Downtown Specific Plan boundaries. Approximately half are in its Retail Commercial and Civic Overlay area, according to the city’s staff report.
